Please complete the form below to become a member of ApprenticeshipPHL (APHL), the SEPA region’s apprenticeship ecosystem, managed by Philadelphia Works’ Apprenticeship Team. APHL has the overall goal of increasing and aligning Registered Apprenticeship and Pre-Apprenticeship programs for the benefit of local residents and employers.
Once this form is completed, you will be receiving an email invitation to our monthly meeting series. APHL meetings are held every 4th Monday from 12pm-1pm.
Apprenticeship Navigators build, connect, and grow apprenticeship programs across the Commonwealth.
In 2019, the Keystone Development Partnership (KDP) created a new Registered Apprenticeship program to train workforce professionals to assist companies and organizations with developing, maintaining, and growing apprenticeship programs. Each Navigator completes a one-year apprenticeship program, learning apprenticeship best practices and tactical strategies around this workforce solution.
Upon completing the program, Navigators are members of the Keystone Apprenticeship Alliance, a statewide network of workforce intermediaries with the goal of expanding apprenticeships into new occupations and industries through partnerships with employers, unions, government agencies, educators, and community organizations.

Meet the Navigators
Robert Gannone
Philadelphia Works
Robert Gannone is an Apprenticeship Program Specialist with Philadelphia Works and an Apprenticeship Navigator through the Keystone Development Partnership’s Registered Apprenticeship Program. Since joining the organization, Robert has focused on providing technical assistance and support to employers and organizations looking to explore, develop, and register apprenticeship and pre-apprenticeship programs. In addition, Robert has a strong interest in informing employers and job seekers about apprenticeships as a valuable workforce solution as well as assisting community organizations to expand workforce opportunities and increase training and employment in the local region.
Robert participated in and graduated from Cohort 6 during 2025 and is happy to be a part of the apprenticeship ecosystem in PA. Robert is excited to continue to put into practice the learnings from the Navigator program by collaborating with various stakeholders including employers, community-based organizations, and government entities to build effective partnerships. Prior to joining Philadelphia Works, Robert spent years in Higher Education as a Career Counselor assisting students on the internship and job search as well as managing career fairs and employer events. Previously, Robert managed a federal employment program, providing intensive case management to refugees in Philadelphia and worked at a mentoring and youth development nonprofit where he supported a corporate apprenticeship program and saw the unique value and opportunity that comes with apprenticeship programs.
Jennifer Rawson
Bucks County Intermediate Unit #22
Jennifer Rawson serves as the Supervisor of Apprenticeship Programs at the Bucks County Intermediate Unit (Bucks IU), where she has worked for the past 16 years. Jennifer currently oversees their Undergraduate and Post-Baccalaureate Special Education Teacher Apprenticeships, Registered Behavior Technician Apprenticeships and a Pre-Apprenticeship for Highly Qualified Teacher Aides. Jennifer is a graduate of the Keystone Development Partnership’s Apprenticeship Navigator program, Cohort 6. Prior to transitioning into her current role, Jennifer worked as a Program Coordinator and as a Board Certified Behavior Analyst for the Bucks IU. Before coming to the Bucks IU, Jennifer worked as the Clinical Director for Pediatric Programs at Melmark of Pennsylvania and at the Grant Wood Area Education Agency as an Autism Resource Team Coordinator in the state of Iowa.
